Article Description	Quartz surface products, as defined in U.S. note 41(a) to this subchapter, when the product of any country not exempt under U.S. note 41(c) to this subchapter, if entered in an aggregate quantity exceeding the quantity defined in note 41(d) to this subchapter Notwithstanding any other quantitative limitations on the importation of cotton, upland cotton, if accompanied by an original certificate of an official of a government agency of the country in which the cotton was produced attesting to the fact that the cotton is a variety of Gossypium hirsutum cotton, may be entered in conformity with the terms and conditions in U.S. note 6(b) of this subchapter in such quantities as specified in the determination and announcement by the Secretary of Agriculture in accordance with U.S. note 6(b)(i) during the 90-day period following the effective date of such determination and announcement:
